SPEC: CALTRANS ADMINISTRATOR SERIES CALIFORNIA STATE PERSONNEL BOARD SPECIFICATION CALTRANS ADMINISTRATOR Series Specification (Established January 7, 1986) SCOPE This series specification describes classes used in Caltrans to perform professional-level technical and/or analytical administrative or staff activities in transportation line and support programs. The scope of activities include planning, programming, and monitoring transportation projects, capital outlay analysis, revenue forecasting, Federal aid coordination, resource management, labor compliance, claims, contract preparation, business services, safety, program evaluation, planning and policy analysis, legislative affairs, management and administrative analysis, and personnel management services. The generalist classes of Caltrans Administrator will include administrative support positions that do not require specialized qualifications such as those in accounting and computer services. In addition, specialist classes like Associate Personnel Analyst, Associate Budget Analyst, Training Officer, Labor Relations Analyst, and Associate Management Analyst may be used in Headquarters and in certain designated districts. Specialist classes will be used in these offices only under certain conditions such as where a position is full-time/full-journey level member of a larger staff, is critical to the Department, and employee possession of specialist class knowledge supersedes the need for consistent use of the Caltrans Administrator classes. DEFINITION OF LEVELS BOTH LEVELS: Administrative or staff activities in transportation line and support programs include: planning, programming, and monitoring transportation projects, capital outlay, revenue, Federal aid, resource management, labor compliance, claims, contract preparation, business services, safety, right of way, program evaluation, planning and policy analysis, legislative affairs, and administrative and personnel services. ASSISTANT CALTRANS ADMINISTRATOR This is the recruiting, developmental, and first working level. Initially, under close supervision in a trainee capacity, incumbents perform less responsible and complex professional-level technical and/or analytical administrative work. As knowledge and skills are developed, incumbents perform professional-level technical and/or analytical administrative work of average difficulty. Assigned duties may be in more than one type of administrative work. ASSOCIATE CALTRANS ADMINISTRATOR This is the full journey level. Incumbents independently perform the more responsible, varied, and complex professional-level technical and/or analytical administrative work. Assigned duties may be in more than one type of administrative work. MINIMUM QUALIFICATIONS ASSISTANT CALTRANS ADMINISTRATOR Either I Education: Equivalent to graduation from college. Registration as a senior in a recognized institution will admit applicants to the examination, but they must produce evidence of graduation or its equivalent before they can be considered eligible for appointment. [Qualifying experience in administrative activities in a transportation program may be substituted, on a year-for-year basis, for up to two years of the required education by applicants who have satisfactorily completed 30 semester units or equivalent quarter units of college-level courses (i.e., courses that can be applied toward a degree). ASSOCIATE CALTRANS ADMINISTRATOR Either I Experience: One year of experience in the California state service performing the duties of an Assistant Caltrans Administrator, Range C. (Promotional candidates who are within six months of satisfying the experience requirements for this class will be admitted to the examination, but they must fully meet the experience requirements before being eligible for appointment.) and Education: Fifteen semester units or equivalent quarter units of college-level courses (i.e., courses that apply toward a degree).
