                                        DEFINITION

           Under general direction, to render expert assistance as a consultant
           on a new program; and to do other related work.


                              DISTINGUISHING CHARACTERISTICS

           New Programs Consultant is used for initial TAU appointments to
           long-term positions pending the establishment of permanent classes.

           Special Consultant is used for TAU appointments to short-term
           positions lasting nine months or less.


                                  MINIMUM QUALIFICATIONS

           Broad and extensive experience in the field involved in the new
           program.
