SPEC: CHIEF, ALCOHOL TREATMENT SERVICES CALIFORNIA STATE PERSONNEL BOARD SPECIFICATION Schematic Code: XU10 Class Code: 9932 Established: 12/13/78 Revised: -- Title Changed: -- CHIEF, ALCOHOL TREATMENT SERVICES DEFINITION Under general direction, to plan, organize, and supervise the alcohol treatment facility at the Veterans Home; to assure the proper operation of the detoxification and treatment process; to provide guidance and counseling for Home members in the treatment facility; and to do other related work. TYPICAL TASKS Supervises, trains, and develops work schedules for staff employed in the alcohol treatment facility; develops comprehensive plans and guidelines for accepting individuals into the treatment facility in order to provide detoxification, gain proper professional medical assistance, and transition members back into the other residential quarters; counsels Home members with alcohol problems and makes referrals to other Home service units that can provide assistance in coping with the living environment; develops treatment facility budgetary requests, equipment requisitions, and monitors expenditures of budgeted monies; interviews and selects applicants for employment in the facility; evaluates the work of staff and makes recommendations for promotions; provides statistical data concerning workload and success of treatment modalities. MINIMUM QUALIFICATIONS Either I Two years of experience in the California state service working as a counselor in the Alcohol Treatment Program at the Veterans Home and Medical Center. Or II Experience: Three years of experience as a counselor in a community organization or treatment center which is established for the purpose of aiding individuals with alcohol-related psychological and physical problems. and Education: Equivalent to the completion of two years of college level course work in psychology, social psychology, sociology or a closely related field. (Additional qualifying experience may be substituted for the required education on a year-for-year basis.) KNOWLEDGE AND ABILITIES Knowledge of: Group leadership principles and techniques; principles and practices of caring for and rehabilitating geriatric residents with alcohol-related illnesses; methods of detoxifying individuals under the influence of heavy alcohol usage; basic therapeutic and medical techniques utilized with individuals under the influence of alcohol; physical and psychological problems of geriatric patients and excessive users of alcohol; principles of supervision; group living problems of a large number of people; department's Affirmative Action Program objectives; a manager's role in the Affirmative Action Program and the processes available to meet affirmative action objectives. Ability to: Manage a staff engaged in supervising and over-seeing the living arrangements and rehabilitation of geriatric residents living in an alcohol treatment residence; interview geriatric members and evaluate their potential for rehabilitation in an alcohol treatment residence; counsel alcohol treatment residents and evaluate their readiness for movement back to other residential buildings; supervise and train a staff of Home member helpers for work with residents having alcohol-related physical and psychological problems; apply detoxification and therapeutic techniques to rehabilitate domiciliary residents with alcohol- related illnesses; establish and maintain cooperative relationships with those contacted during the course of work; analyze situations accurately and take effective courses of action; speak and write effectively; effectively contribute to the department's affirmative action objectives.
