State of California M E M O R A N D U M REFERENCE CODE: 99-067 DATE: December 20, 1999 TO: Personnel Officers Employee Relations Officers Personnel Transactions Supervisors FROM: Department of Personnel Administration Office of the Director SUBJECT: Holiday Informal Time Off CONTACT: Clarice Baker or Olivia Hawkins, Personnel Management Technicians (916) 324-9381, CALNET 454-9381 FAX: (916) 327-1886 OFFICE VISION: DPA(CEBAKER) or DPA(OAHAWKINS) CLARICEBAKER@DPA.CA.GOV OLIVIAHAWKINS@DPA.CA.GOV In celebration of the holiday season, the Governor has authorized informal time off (ITO) for all employees based on the following: - Full-time employees will be permitted four hours of ITO. - Part-time employees who work less than 1/4 time will be permitted one hour of ITO, part-time employees who work 1/4 to 1/2 time will be permitted two hours of ITO, and part- time employees who work more than 1/2 time will be permitted four hours of ITO. - Intermittent employees who work 1-43 hours during the month of December will be permitted one hour of ITO, intermittent employees who work 44-88 hours will be permitted two hours of ITO, and intermittent employees who work 89 hours or more will be permitted four hours of ITO. For most employees, the informal paid time off will be either Friday, December 24, 1999, or Friday, December 31, 1999. The time off should be granted in a manner consistent with maintaining necessary services to the public. Employees who are required to work on those days or who would otherwise be scheduled to work, but are on paid leave status, should be granted the time off prior to June 30, 2000, if administratively feasible. All employees, including temporary hires such as seasonal employees and retired annuitants, if scheduled to work, are eligible for ITO. ITO is to be reported on the Absence Report for employees covered under the Fair Labor Standards Act (FLSA). Employees who are exempt from FLSA who work and use their ITO on Friday, December 24, 1999 or Friday December 31, 1999 are not required to post the time off on their Absence Report. ITO may not be combined with paid leave to equal a full day off. They must use ITO on a scheduled workday. Note: Eligible employees will also receive a Personal (Saturday) Holiday Credit for Christmas Day, December 25, 1999 and New Year's Day, January 1, 2000, as provided in Personnel Management Liaison (PML) Memo 98-023.
