You recently received a PML from the Department of Personnel Administration (DPA), dated October 6, 1999 Reference Code 99-048, regarding a change to the current benefits deductions process for semi-monthly positive paid State employees. PML 99-048 indicated that the benefit deductions would be applied against the first half of their pay, effective November 1, 1999. This is to inform you that we are unable to implement this change at this time. Therefore, there will be no change to the November 1999 pay warrants for semi-monthly positive paid employees. The health, dental, and vision deductions will continue to be deducted from the second half of their monthly pay. We do expect to implement this change in the near future for interested parties. However, the implementation of this change will be based on future negotiations with each interested exclusive bargaining representative. Once the date for this change is known, we will notify all departments and affected employees in advance of implementation. A separate letter was sent by DPA to all represented and excluded semi-monthly positive paid employees advising them that we are unable to implement this change at this time, and that there will be no change to their November 1999 pay warrants. For your information, a copy of the represented employee letter (Attachment I) and excluded employee letter (Attachment II) are provided in this memorandum.
