  The purpose of this memorandum is to notify departments of 
  changes in the public transit and vanpool subsidy.  For 
  excluded employees and represented employees in Bargaining 
  Units 9, 16, and 18, the effective date is October 1, 1999.  
  For represented employees in all other Bargaining Units, 
  the effective date is November 1, 1999.  The changes are as 
  follows:
  
  Employees working in areas served by mass transit, 
  including rail, bus, or other commercial transportation 
  licensed for public conveyance shall be eligible for a 75 
  percent discount on public transit passes up to a maximum 
  of $65 per month.  The State shall provide $100 per month 
  to the primary driver of a vanpool consisting of 7 to 15 
  people.
