This code section was added to cover State employees who are members of the California National Guard or a United States military service organization in the eventuality that the United States may engage in campaigns such as the Iraq/Kuwait or Bosnia crises. The current Operational Mission in Kosovo qualifies as such a campaign. Therefore, members of the California National Guard or a United States military service organization are eligible for benefits provided by Section 19775.17 when called to active duty due to the Kosovo campaign. Please refer to Personnel Management Memo (PML) 97-042, dated November 26, 1997, for guidelines on how to administer the provisions of Section 19775.17. PML 97-042 provides guidelines on the provisions of Section 19775.16, which covered the Bosnia crisis and the same provisions apply to Section 19775.17. The only exception to PML 97- 042 is the requirement to reduce the benefit by a federally sponsored insurance program such as the Federal Ready Reserve Mobilization Income Insurance Program has been terminated and no other federally sponsored insurance program is available at this time. The Department of Personnel Administration's (DPA) approval is not required in the absence of a federally sponsored insurance program; therefore, departments may request payment by directly submitting to the State Controller's Office the Payroll Adjustment Notice (Std. 674) and Military Leave Work Sheet. Item 9 on the work sheet may be disregarded.
