As you are aware, Bargaining Units 6, California Correctional Peace officers Association (CCPOA); 8, CDF Firefighters; 16, Union of American Physicians and Dentists (UAPD); and 18, California Association of Psychiatric Technicians (CAPT) have had contracts in place since the Summer of 1998. Bargaining Unit 5, California Association of Highway Patrol (CAHP), was ratified in February. The remaining bargaining units that have recently reached interim agreements are Bargaining Units 1, California State Employees Association (CSEA); 2, Association of California State Attorneys (ACSA); 3, (CSEA); 4, (CSEA); 7, California Union of Safety Employees (CAUSE); 9, Professional Engineers in California Government (PECG); 10, California Association of Professional Scientists (CAPS); 11, (CSEA); 12, International Union of Operating Engineers (IUOE); 13, (IUOE); 14, (CSEA); 15, (CSEA); 17, (CSEA); 18, California Association of Psychiatric Technicians (CAPT); 20 (CSEA); and 21 (CSEA). Bargaining Units 7, 12 and 13 were ratified and signed by the Governor on Monday, March 15. The other bargaining units are still undergoing the ratification process. Listed below is a summary of the interim agreements for these bargaining units: EFFECTIVE DATE OF THE INTERIM AGREEMENT Bargaining Unit 7:February 28, 1999 Bargaining Units 1, 4, 12, 13, 14, 15, 17 and 21:March 2, 1999 Bargaining Unit 3:March 3, 1999 Bargaining Unit 11:March 5, 1999 Bargaining Unit 18:March 8, 1999 Bargaining Unit 9:March 9, 1999 Bargaining Unit 20:March 12, 1999 Bargaining Unit 2:March 15, 1999 SALARY Bargaining Units 1, 2, 3, 4, 7, 9, 10, 11, 14, 15, 17, 18, 20 and 21: 5.5 percent general salary increase effective April 1, 1999. Bargaining Units 12 and 13: 4 percent general salary increase effective March 2, 1999 and 1.5 percent general salary increase effective June 21, 1999. HEALTH BENEFITS Effective January 1, 1999, the State will make the following monthly contributions toward employee health benefits up to the following amounts: Bargaining Units 1, 2, 3, 4, 7, 9, 10, 11, 14, 15, 17, 20 and 21: Employee only$174.00 Employee plus one$332.00 Employee plus two or more$432.00 Dental and vision contributions remain unchanged. Bargaining Unit 12: HealthDental Employee only$174.00$24.37 Employee plus one$329.00$45.82 Employee plus two or more$418.00$67.95 Vision contributions remain unchanged. Bargaining Unit 13 Trust: The State will contribute to the health trust fund for each employee and annuitant $420 per month. Bargaining Unit 18: CAPT agreed to participate in the composite rate program (COBEN) and the employer contribution shall be: Employee only$200.00 Employee plus one$384.00 Employee plus two or more$505.00 FAIR SHARE FEE All interm agreements contain a fair share fee provision. OTHER TERMS AND CONDITIONS All terms and conditions (including addenda and side letters) of the 1992-95 contract not specifically amended by the tentative agreement shall remain in effect until June 30, 1999, unless by mutual agreement, the contract is extended. JOINT LABOR-MANAGEMENT COMMITTEE Establishment of a labor/management committee (Units 1, 2, 3, 4, 9, 11, 14, 15, 17, 20 and 21) to discuss movement from Tier 2 retirement to Tier 1 retirement and early retirement. TRAVEL REIMBURSEMENT Many of the 1992-95 contracts contain a provision under the Business and Travel Expense sections that authorize rank and file employees to receive the same increases for mileage and meal allowances that excluded employees currently receive. Consistent with the effective date of the agreements, such increases will be implemented for rank and file employees. BARGAINING UNIT 7 TIME BANK CAUSE shall be granted up to 500 hours of release time for use by authorized CAUSE representatives. BARGAINING UNIT 18 LICENSE AND RENEWAL FEE Effective April 1, 1999, Unit 18 employees are eligible for reimbursement for various licenses and fees. COMPENSATING TIME OFF (CTO) Consistent with the effective dates of the agreements and upon ratification, departments will be able to grant CTO in lieu of cash overtime to employees subject to the Fair Labor Standards Act (Work Week Group 2).
