Please reference the Attorney General's letter dated February 5, 1999 outlining the Parr Lawsuit Settlement and the State Controller's Leave Accounting letter outlining the addition of the Parr leave benefit to the California Leave Accounting System (CLAS). Employees who were adversely impacted by the issuance of registered warrants in 1992 and, who met the settlement criteria, were entitled to submit a claim. The majority of employees are entitled to receive leave credits based on the Parr Settlement. Employees who were full-time employees during eligible months in 1992 shall be entitled to 3 1/2 days' leave credit (28 hours) or seven days' leave credit (56 hours) maximum, depending on how many registered warrants the employee claimed. Adjustments will be made proportionately if the employee worked less than full time. The State Controller's Office will be issuing to departments a listing of those employees who are entitled to the Parr leave credits with the exact number of hours to be credited. Parr leave credits shall be maintained in a separate leave bank to be known as the "Parr Lawsuit Settlement." These leave credits shall be available as of February 11, 1999 and shall be posted to the employee's leave bank as of that date. Parr leave credits shall not count against any cap on vacation, annual leave, or any other leave an employee can accrue. PARR LEAVE CREDIT PROVISIONS: Parr leave may be used in 1/2-hour increments. Parr leave credits shall be counted as time worked. Parr leave credits shall be compensated based on the employee's salary rate at the time the credits are used. Overtime calculations shall include Parr leave credits used during the work period. Parr leave credits may be used for any approved absence and used in lieu of all other leave benefits. Parr leave credits may be used to supplement disability leave for disability leave programs that authorize supplementation. Parr leave credits may be used for any program that authorizes the transfer of leave credits, i.e., catastrophic leave. Parr leave credits shall transfer with an employee upon movement to another State agency. Employees who separate with unused Parr leave credits shall be entitled to payment of the Parr leave credits based on the provisions of lump sum vacation.
