  A number of departments have identified a need for more 
  flexibility in the employee selection process for the 
  Program Technician and Supervising Program Technician 
  series.  As a result, we have drafted revisions to broaden 
  the class minimum qualifications and knowledge and 
  abilities.  The revisions also clearly identify an open 
  pattern for outside recruitment.
  
  Attached for your review and comment is a draft of the 
  Department of Personnel Administration's proposal to revise 
  the Program Technician and Supervising Program Technician 
  Series Specification.  Responding departments should submit 
  their comments in writing to Patti Halterman, Department of 
  Personnel Administration, 1515 "S" Street, North Building, 
  Suite 400, Sacramento, CA  95814, no later than January 29, 
  1999.
