At the time of this amendment, major differences existed between OSP printing classes and other printing classes. The volume, sensitivity and complexity of OSP's printing work was much higher relative to printing work done elsewhere in State service. In order to address the requirements of Government Code 14876 and to recognize the difference between OSP and non-OSP printing operations, the State used and continues to use a separate and distinct set of job classes for the exclusive use by OSP. Technological advancements in printing equipment and changes in operations over the last few years have influenced the way printing trades classes are used, especially in the non-OSP operations. This has led to interest, in some departments, in the use of OSP classes. However, you are advised that those job classes intended for exclusive OSP use (see attached list) are not to be used for position allocations in any State printing operation other than OSP. The Printing Trades Specialist series, which is designed to generally accommodate non-OSP printing positions, should continue to be used for allocations to printing positions. Currently, the State is interested in pursuing changes to the Bargaining Unit 14 classification system that could lead to development of a service-wide approach to printing trades classes.
