State of California M E M O R A N D U M REFERENCE CODE: PML 97-010 DATE: March 28, 1997 TO: Personnel Officers Department Training Officers Department Employee Relations Officers FROM: Department of Personnel Administration Training and Continuous Improvement Division SUBJECT: Training Rule Changes CONTACT: Susan Coats, Personnel Management Analyst (916) 324-4055 or CALNET 454-4055 Office Vision: DPA(SCOATS) Internet: SCOATS@SMTP.DPA.CA.GOV FAX:(916)322-4050 In 1995, Government Code Section 19995.1 was amended to provide more discretion to the Department of Personnel Administration regarding training conditions and requirements. These proposed rule changes will provide more flexibility to departments in provided training to their employees. The current regulations provide for career-related and upward mobility training. The proposed changes will combine these categories into one category of career-related training. This has no impact on reimbursement for training expenses, since the upward mobility and career-related training categories are reimbursed at the same rate. The current regulations also place certain conditions and requirements on obtaining out-service training. The proposed changes will eliminate the provisions for out-service training to allow departments to choose the most cost-effective way to administer training. In addition, the proposed regulation changes will improve the clarity and organization of the regulations. If you have any questions or comments regarding these proposed changes, please contact Susan Coats at (916) 324-4055. Comments must be received no later than May 2, 1997, to be considered by DPA before we adopt these amendments. Michael L. Strazzo Deputy Division Chief Attachments will be included with the hard copy via the mail service.
