The purpose of this memorandum is to remind all departments that you are not to place the names of employees on general reemployment lists for classes in which they do not have status and through which they did not demote in-lieu-of layoff. Government Code 19997.11 grants DPA the authority to place an employee's name on the general reemployment list for a class in which the employee does not have status and through which he/she has not been demoted in-lieu-of layoff. This has been done on a few occasions for employees in department-specific classes in an attempt to help them regain employment. This has, however, proven to be a counter-productive effort. Such employees have not been competitive with employees who had status in the class and were actually laid off from the class; therefore, departments have not been willing to hire them. Often, these employees "blocked" the reemployment lists and departments have kept the positions vacant. This means that qualified employees with status in the classes who had been laid off were not offered reemployment opportunities. DPA ceased the placement of employees' names on general reemployment lists for classes in which they did not have status and through which they did not demote in-lieu-of layoff effective May 17, 1996. This was announced on that date in a computer note on the Professional Office Systems that was sent to all Personnel Officers.
