On April 19, 1996, David Tirapelle, Director of the Department of Personnel Administration (DPA), notified Agency Secretaries and Department Directors of the initiation of a project to broadband managerial-designated classifications not converted to the Career Executive Assignment (CEA) category, and solicited their support and participation. A copy of the memorandum is attached for your information. This memorandum will provide you with additional information regarding the project and invite you to apprise us of your department's desire to participate as a team member on the project. With the conversion of qualifying managerial positions to the CEA category, it was determined that further refinement of managerial classification structures within State service is warranted. DPA is seeking department staff to participate as team members and subject matter experts on the project. We are looking for participants with a broad background in personnel-related functions, including transactions, selection, labor relations, and classification. Project tasks will include developing a mission statement for the project; preparing documentation for the project request; assessing various managerial classification structures; assessing selection needs and developing attendant examining techniques; reviewing salary equity issues and developing mechanisms to allow for salary flexibility based upon individual competencies; validating managerial duties, skills and competencies; and preparing the resulting classification proposals and specifications. Team members will be provided "team participation" training, and may be responsible for directing subteams or workgroups on individual issues, conducting open forum presentations, gathering data, preparing written materials, meeting with managerial representative groups, and other project-related tasks. To this end, a review of all managerial-designated classes, not converted to the Career Executive Assignment category, will be made with the intent of establishing a managerial broadband classification structure. It is our intent that the development of a managerial broadband concept will further strengthen the management team within State service by allowing greater flexibility of appointment based upon skills and competencies, greater latitude in salary setting and salary movement, and help maintain stability within departmental management teams. We will be recruiting departmental staff to participate on a work team during the development of this broadband, and ask that you encourage your staff's full participation on this team. As our work plans are developed, we will continue to provide you with updates and solicit your input during various phases of development.
