State of California M E M O R A N D U M REFERENCE CODE: PML 95-045 DATE: September 19, 1995 TO: Personnel Officers Departmental Training Officers FROM: Department of Personnel Administration Benefits and Training Division SUBJECT: Savings Plus Program Presentation CONTACT: Donna Uchman, Savings Plus Program Analyst (916) 324-0513, CALNET 454-0513 Office Vision: DPA(DMUCHMAN) Internet: DMUCHMAN@SMTP.DPA.CA.GOV Statewide SPP Presentations Last year, the Department of Personnel Administration, Savings Plus Program (SPP), gave over 150 presentations throughout California on the merits of the 457 Deferred Compensation Plan and the 401(k) Thrift Plan. The presentations were given by retired annuitants, who were hired and trained for the specific purpose of informing State employees on the benefits of the SPP. The department also implemented a video loan-out program when presentations were not feasible. The ability to participate in the SPP is an important employee benefit for everyone, but especially for those employees who are enrolled in Tier 2 retirement. By encouraging employees to attend a SPP staff presentation or video showing, management will assist employees in learning how to maximize their retirement investment and improve their long-term financial independence. Questionnaires Over 700 letters and questionnaires were mailed last Spring to various State offices advising them of the marketing efforts under way. If your office did not receive a questionnnaire and is interested in receiving information on the SPP, please complete the attached questionnaire and return it to the address indicated on the form. The information will be entered into a databank and will be used for future marketing activities. During 1996, we will continue to provide SPP presentations for State employees. Later this year letters will be mailed to those departments who hosted SPP presentations asking if they again wish to schedule presentations and advising them of future marketing activities. Usually, presentations are provided only when an office feels confident that a minimum of 30 employees will attend. If because of the limited number of employees at an office, it doesn't appear feasible to schedule a presentation, your office will be contacted as videos become available for loan. Policy for Time to Attend Frequently we have been asked whether State time, or employee time, should be used to attend these presentations or video showings. There is not uniform statewide policy because many departments have unique operational needs. However, each department is encouraged to allow State time for employees to attend these informational meetings. Presentations last only one hour; video showings take even less time. The SPP will work with State offices to determine the most effective means to convey this information to employees. If a presentation is scheduled, every effort will be made to meet requests for a specific date and time. However, we cannot guarantee that a speaker will always be available for a specified date or time. Questions regarding SPP presentations should be directed to Donna Uchman, Savings Plus Program Analyst at (916) 324-0513 or Calnet 454-0513. Patricia Pavone, Chief Benefits and Training Division Attachments will be mailed with hard copy.
