State of California M E M O R A N D U M TO: PERSONNEL MANAGEMENT LIAISONS DATE: November 23, 1994 Reference Code: 94-61 THIS MEMORANDUM SHOULD BE DISTRIBUTED TO: PERSONNEL OFFICERS FROM: Department of Personnel Administration SUBJECT: Annual Leave Open Enrollment As authorized by Department of Personnel Administration (DPA) Rule 599.752, the Annual Leave Program (ALP) open enrollment period is December 1 through December 31, 1994. This annual opportunity to enroll in the ALP is being offered only to employees represented by State Bargaining Units 5 and 13 as required by their contract with the State. Eligible excluded employees and employees in State Bargaining Units 10, 12 and 16 have a continuous enrollment process and may enroll in annual leave at any time. We have attached the following materials to facilitate the open enrollment process for those departments with eligible Bargaining Units 5 and 13 employees: - A detailed description of the ALP and its enhanced Non-industrial Disability Insurance (NDI) benefits; and - An updated election form. Departments should make ALP information available to all employees eligible to enroll during the open enrollment period. An employee's effective date for ALP participation is the first of the month following the date of the election to enroll in the program (i.e., employees who enroll in December will have a January 1, 1995 effective date.) Effective January 1, 1995, responsibility for the administration of the ALP will be transferred to the DPA's Personnel Services Branch, and Clarice Baker (916) 327-8490, CALNET 467-8490 will handle all phone calls and questions regarding the program.
