             We have been advised that on September 17, 1994, the California Union
             of Safety Employees (CAUSE) Board of Directors elected Alan
             Barcelona, a Senior Special Investigator with the Department of Motor
             Vehicles, to the office of CAUSE President.

             Communications with CAUSE should therefore be directed to Mr.
             Barcelona.  Mr. Barcelona will also be the sole approving authority
             for the CAUSE release time bank, Section 2.10.  You should also be
             aware that pursuant to Section 20.3 of the Unit 7 Memorandum of
             Understanding (MOU), only Mr. Barcelona, or his written designee, is
             authorized to enter into side letters under the current MOU.
