The United States Department of State has asked for assistance from the State of California in ensuring that the United States meets its obligations under the agreement including distributing copies of the Covenant to Agencies of the State which are responsible for the protection and enforcement of civil and political rights. The Department of Personnel Administration has been asked by the Governor's Office to distribute this information. Please provide all units in your department which have responsibilities in the identified areas with a copy of the attached Covenant and a copy (also attached) of the resolution of advice and consent enacted by the United States Senate.
