Subject:   Departmental SROA Contact



The SROA Unit responds to questions from departmental personnel offices on
SROA policy, clearances, exemptions and appropriate lists.

In 1991, at the onset of the current downsizing by the State, the SROA Unit's
response time was slow.  One of the reasons was that the Unit received dupli-
cate calls from numerous people within the same department.  Many of the calls
could have been eliminated if there was one designated contact who was knowl-
edgeable regarding the SROA process.  To help us improve our service, depart-
ments were asked to identify one SROA contact and one alternate.  This proved
to be an efficient and effective practice for both the SROA Unit and depart-
ments.  The volume of calls decreased significantly, and the SROA contacts in
departments became able to answer many internal questions that no longer
needed to be directed to the Department of Personnel Administration.  This
drastically shortened the time that program staff needed to wait for answers.

Recently, however, the SROA Unit is again receiving a large volume of calls
from individuals who are not designated contacts.  Many of these questions
could be answered by a departmental analyst who is familar with the SROA
process and the SROA Manual.

In order to improve service, we are requesting that you complete the attached
designation form and return it no later than August 30, 1993.

Please remember that the designated departmental contact or alternate should
be the contact between the SROA Unit and the department on all SROA related
issues.
