Subject:  PST Retirement Plan Fees



After one year's operation, we have reassessed the workload and
costs associated with the PST Retirement Plan, and for the 1992-93
fiscal year find it necessary to increase fees from $2.75 to $3.45
per month per participant.  This adjustment will be for the entire
1992-93 fiscal year.

This action is necessary primarily for the following reasons:  (1)
an exceedingly high volume of Controller reversals has been
experienced, (2) consultation time for departments has been greater
than anticipated, and (3) recordkeeping fees are higher than
expected due to a greater number of employees maintaining their
accounts when they are eligible for payment.
