State of California M E M O R A N D U M To: PERSONNEL MANAGEMENT LIAISONS Date: October 26, 1992 Reference Code: 92-107 THIS MEMORANDUM SHOULD BE DISTRIBUTED TO: Personnel Officers Labor Relations Officers From: Department of Personnel Administration Office of the Director Subject: Annual Leave Program In earlier memoranda, we advised you of changes which have been made to the Annual Leave Program (92-89, August 10, 1992) and of the general election and open enrollment period (92-90, August 12, 1992). The purpose of this memorandum is to clarify several points which have been raised regarding the program and the open enrollment period. . Unit 16 employees who are eligible for voluntary participation in the program and have not elected to enroll in the Annual Leave Program (ALP) may do so during the open enrollment/general election period and anytime thereafter. The State's contract with Bargaining Unit 16 provides employees who have voluntary participation rights with a continuous enrollment opportunity, as is provided excluded employees and employees in Units 10 and 12. Employees in Unit 16 who do not sign up during the open enrollment period and subsequently sign up must meet the 90-day waiting period for enhanced Nonindustrial Disability Insurance (NDI). . The annual leave material distributed in August indicates that the annual leave accrual for excluded employees who have one month to three years of service is 15 hours per month -- this is correct. The previous accrual (11 hours) was changed by regulation in 1991. . The effective date of an election to participate in the ALP is the first of the month following the date the election is filed with the employee's personnel office. For example, if an employee files an election on September 1, 1992 with the personnel office, the effective date of ALP participation would be October 1, 1992. Therefore, a claim for the enhanced NDI benefit provided under the ALP cannot be filed until after the employee's election effective date, and ALP credits cannot be accrued until the employee has rendered one month of service as an ALP participant. . Enrollment statistics should be submitted to the Department of Personnel Administration following the closure of the general election period (October 31, 1992), but no later than December 31, 1992. Please submit your enrollment counts on the Summary Page which accompanies the enrollment package.
