The purpose of this memorandum is to amend the standards relating to this subject outlined in Personnel Management Liaison (PML) memo dated October 15, 1991, Subject: Counting Prior Military Service for Seniority (Reference Code 91-67). The earlier PML memo generally describes Qualifying Military Service, Time Limit on Entering State Service and Qualifying State Service. The standard, described under Time Limit on Entering State Service, which requires that a veteran "must either enter State service within 60 days following termination of school, or have been offered and accepted a State position within 60 days following termination of school" is hereby rescinded. Departments should continue past practice as described under Government Code (GC) Section 19997.6. This statute provides that a veteran must enter State service within one year after leaving the military. The one-year period can be extended by an additional five years provided the veteran attended regular sessions at a college or vocational school. Any time periods in excess of those provided for under GC 19997.6 or issues pertaining to the application of this change to current seniority score computations, should be discussed with Leslie Ferguson on 324-0447 or Mike Vargas on 324-9418.
