State of California M E M O R A N D U M REFERENCE CODE: 2002-019 DATE: March 29, 2002 TO: Personnel Management Liaison Personnel Officers Personnel Transactions Supervisors Employee Relations Officers FROM: Department of Personnel Administration Labor Relations Division SUBJECT: CSEA Units 1, 3, 4, 11, 15, and 21 CONTACT: Frances Low, Labor Relations Officer (916) 324-0476, CALNET 454-0476 FAX: (916) 322-0765 SB 728, the CSEA MOU bill for the Master Table Bargaining Units (1, 3, 4, 11 and 15), as well as Unit 21, was ratified by the Legislature on Monday, March 18, 2002 and signed by Governor Davis on March 21, 2002. The term for these six agreements is January 31, 2002 through July 2, 2003. We expect that final copies of the MOUs will be posted on DPA's website within the next month. A separate PML will be issued with instructions for those departments who wish to order copies. Listed below are the Articles and Side Letters that are effective January 1, 2002: Article 9 (Health and Welfare) Employer Monthly Contribution Rates from January 1, 2002 through December 31, 2002 are: Employee Only $190.00 Employee plus one dependent $378.00 Employee plus two or more dependents $494.00 Article 11 (Salaries), except Unit 1, Section 11.15 (Skilled Retention Differential), which the parties agreed to discontinue. It will be discontinued effective April 1, 2002. Pay letters were issued to implement salary changes on March 26, 2002. Article 12 (Allowances and Reimbursements), except Sections 12.1 (Business and Travel) and 12.3 (Commute Program). Article 14 (Classification) Article 17 (Retirement), specifically Sections 17.3, 17.4, and 17.5 that address the temporary reduction in the employee's retirement reduction. Article 19 (Hours of Work), except Subsection 19.2, I. All Side Letters that provide an economic benefit to employees. For grievances filed subsequent to January 31, 2002, but before the MOU bill was signed by the Governor, simply apply the previous contract language. Employees may file amended claims for reimbursement under Sections 12.1 and/or 12.3 subsequent to January 31, 2002. In addition, a PML will be issued shortly regarding the changes in recording FMLA leave and will explain in more detail how the changes should be implemented. If you have additional questions or concerns as to how to handle retroactivity issues, please consult the appropriate DPA Labor Relations Officer for each bargaining unit.
