State of California M E M O R A N D U M REFERENCE CODE: 2002-017 DATE: March 18, 2002 TO: Employee Relations Officers FROM: Department of Personnel Administration Labor Relations Division SUBJECT: First Quarterly Labor Relations Half-Day Training Session CONTACT: Wayne Heine, Assistant Chief of Labor Relations (916) 324-0476 FAX: (916) 322-0765 Email: WayneHeine@dpa.ca.gov The Department of Personnel Administration (DPA), in conjunction with the Labor Relations Forum, is sponsoring its First Quarterly Labor Relations Half-Day Training Session on April 19, 2002, from 8:30 - 11:30 a.m. The training is scheduled at the UCD Extension Sutter Square Galleria located at 2901 K Street, Sacramento, Room A-B. This training is free to all State Labor Relations Officers and Employee Relations Officers. Participation for this training is limited to 100, so please send the name, job title, email address, and phone number of staff attending to: Veronica Vargas at veronica.vargas@dot.ca.gov so we can get a count of how many people will attend. Because there are no formal reservations, plan to arrive early. Late arrivals may not be admitted due to crowding concerns. This training will introduce several labor relations situations to a panel consisting of a DPA Labor Relations Officer, a union business agent, and a Public Employment Relations Board (PERB) Administrative Law Judge. After each situation is introduced, the panel members will discuss their perspectives on the issues, the process, and resolution(s) to the various situations. There will also be discussions on how the situation may have been avoided in the first place, and PERB will provide insights from past rulings on similar situations as appropriate and available. The issues will focus on bargaining situations that could lead to unfair labor practice charges, failed negotiations, compromised union-labor relations, etc. We believe this will be a valuable session for Labor Relations staff to attend and hope to continue similar sessions throughout the year. The panel members are Ron Blubaugh, PERB; Wayne Heine, DPA; and Ken Murch, California Association of Psychiatric Technicians. Please direct any questions you may have to Veronica Vargas, Department of Transportation, Office of Labor Relations, at (916) 227-2329 or Wayne Heine, Assistant Chief, DPA Labor Relations, at (916) 324-0476.
