  As you are aware, the Unit 13 membership rejected the 
  tentative agreement reached between the State and the 
  International Union of Operating Engineers (IUOE) in 
  September 2001; therefore, the post and bid provisions of 
  the 1999-2001 agreement remain in effect.  
  
  Pursuant to Article 14 of the Unit 13 agreement, the annual 
  bidding period is scheduled for January 15, 2002 through 
  February 15, 2002. All bids for transfers to other plants 
  within the department must be submitted during this bidding 
  period.  For clarification, transfers within the local work 
  location can be submitted at any time prior to a position 
  becoming vacant.
  
  Notices of the open post and bid period should be posted in 
  each local work location.  The notice should include the 
  bidding period (i.e., January 15, 2002 through February 15, 
  2002), which form/format in which bid(s) should be 
  submitted, and the person/office responsible for accepting 
  the bid(s) (i.e., a specific name, employee supervisor, 
  personnel office, etc.).
