The revised post and bid article provides for the posting of vacancies within the local work location as they occur. Effective immediately, upon the decision of the appointing authority to fill a permanent full-time position, the vacancy must be posted in each work site within the local work location for a minimum of 7 calendar days. The posted vacancy must include the classification, a duty statement or description of duties, requisite skills and abilities required of the position, reporting location, the shift and days off of the position, the final filing date, and the contact person's name and telephone number and posted in a manner that Unit 12 employees within the local work location may view the postings. The new agreement continues to provide an annual post and bid process for transfers outside the local work location. This new bidding period will be October 1 through October 30. However, because of the close time frame between the ratification of the contract and the October bidding period, the bidding period is extended through November 30, 2001. The bids received between October 1, 2001 and November 30, 2001 will be effective January 1, 2002. The bids submitted during the December 2000 bidding period will remain in effect until December 31, 2001. The bidding period for 2002 will return to the October 1 through October 30 time frame agreed to during contract negotiations. Please note that for all Unit 12 classes in the Department of Transportation only, all vacancies will be posted as the vacancy occurs. Upon the decision of the appointing authority to fill a permanent full-time position, the vacancy must be posted in each worksite statewide for a minimum of 7 calendar days. The posted vacancy announcement must contain the same information as provided in paragraph two. This process will be effective January 1, 2002. The bids submitted during the December 2000 bidding period will remain in effect until December 31, 2001. The annual bidding process will no longer be utilized in the Department of Transportation. In addition, for Telecommunications Technicians and Senior Telecommunications Technicians in Department of General Services only, all vacancies will be posted as the vacancy occurs. Effective immediately, upon the decision of the appointing authority to fill a permanent full-time position, the vacancy must be posted in each worksite statewide for a minimum of 7 calendar days. The posted vacancy announcement must contain the same information as provided in paragraph two in this memorandum. The annual bidding process will no longer be utilized in the Department of Transportation. Attached is the Unit 12 Post and Bid language and Post and Bid form. The attached Post and Bid Form shall be used in departments that have not reached agreement with IUOE for their individual post and bid form(s).
