The purpose of the Forum is to: 1. focus on labor relations issues in State Government; 2. obtain information from Department of Personnel Administration (DPA) management staff on critical labor relations issues; 3. provide input and technical support to DPA on significant items; 4. exchange ideas with colleagues in the labor relations field; and 5. coordinate efforts with Personnel Officer AdHoc organizations. The Forum is composed of the Employee Relations Officers (EROs) from the original group of departments that DPA selected to be part of the Personnel Management Advisory Committee (PML). (See attached listing.) Additional members of the Forum are DPA's Chief of Labor Relations and representatives from Personnel AdHoc, Small Personnel Departmental Information Network (SPIN), the State Personnel Board and the State Controller's Office. The Forum will also have a standing Executive Committee consisting of a Chair, Vice Chair, Secretary, DPA's Chief of Labor Relations, a Personnel Officer AdHoc Representative and a SPIN representative. The function of the Executive Committee will be to establish meeting agendas, obtain speakers for the Forum meetings and select members of subcommittees. Subcommittees will be established to address specific labor relation's issues identified by DPA and member departments. Members of these subcommittees will be selected by the Executive Committee in collaboration with the Forum, DPA and interested department based on their expertise and interest in a particular area. Members of subcommittees need not be a member of the Forum, they may be recruited from any department. Meetings of the Forum will be held on a monthly basis, with the Executive Committee meeting two weeks prior to the Forum to set the agenda. The Forum's Secretary will be responsible for taking minutes and distributing them via electronic mail to all EROs. Once every quarter a meeting of all EROs in State Government will be held to discuss issues of emerging importance to the group. Specific meetings may be called should the need arise. Officers elected at the October 4th meeting were Chair, Betti Dolezal, Department of Developmental Services; Vice Chair, David Brubaker, Caltrans; and Secretary, Jeannette Williams Gipson, Franchise Tax Board. We believe this new structure will provide an effective way of dealing with Labor Relations issues and communicating with the practices in State Government.
