  As you are aware, the agreement between the State and the 
  International Union of Operating Engineers (IUOE) agreed to 
  a system of "post and bid" for the filling of vacancies in 
  Bargaining Units 13.
  
  The annual post and bid period is scheduled for January 15, 
  2001 through February 15, 2001.  Pursuant to Article 14, 
  all bids for transfers to other plants within the 
  department must be submitted during this bidding period.  
  For clarification, transfers within the local work location 
  can be submitted at any time prior to a position becoming 
  vacant.
  
  Notices of the open post and bid period should be posted in 
  each local work location.  The notice should include the 
  bidding period (i.e., January 15, 2001 through February 15, 
  2001), which form/format in which the bid should be 
  submitted, and the person/office responsible for accepting 
  a bid (i.e., a specific name, employee supervisors, 
  personnel office, etc.).
