Radeleff, Labor Relations Officer (916) 324-0476, CALNET 454-0476 FAX: (916) 322-0765 Email: JerryRadeleff@DPA.CA.GOV The Bargaining Unit 1 Contract, Section 11.26, Personnel Services Specialist I/II Realignment, calls for the State and the Union to institute the following actions with regards to the following two classifications: Personnel Services Specialist I and Personnel Services Specialist II. Subsection A. "Issue allocation guidance to departments permitting reallocation of Personnel Services Specialist (PSS) I to PSS II, when sufficient complexity exists." Subsection B. "Within six months of contract ratification, develop a workload formula based on measurable factors impacting the complexity of work assigned to the PSS series." Subsection C. "Departments will consider administrative alternatives prior to mandatory overtime." Subsection D. "Establish a Joint Labor/Management "Task Force" to define the level and amount of work, and to establish a relationship with Unit 1 classifications." The Joint Labor/Management Task Force has been meeting in regards to implementing the language in Article 11.26 and the following guidance is offered in regards to Subsection C. To the degree possible it is recommended that departments, prior to ordering mandatory overtime, consider the following administrative alternatives: 1. Review workload spread to ensure equitable distribution. 2. Post overtime needs in advance and request volunteers. 3. Create a pool of qualified employees, intra- departmental and inter-department, intended in working overtime. 4. Recruit and hire staff. Search for retired annuitants to fill critical workload peaks.
