  I am pleased to announce the Excluded Salary Program 
  effective August 31, 2000.  All excluded employees shall 
  receive a four percent general salary increase.  The 
  Collective Bargaining Identifiers (CB/ID) for employees 
  entitled to the increase are C, E, E25, E48, E58, E59, E68, 
  E78, E79, E97, E98, E99, M, and S.
  
  Employees who separate from State service prior to August 
  31, 2000, close of business (COB), and have lump-sum 
  payments that extend beyond August 31, 2000, COB, shall 
  receive the adjustment.  Employees on leave status shall 
  also receive the adjustment.

  as indicated above.
