  Change in the 2000 Open Enrollment Period for the Dental, 
  FlexElect, and Consolidated Benefits (CoBen) Programs

  This memorandum contains important information regarding 
  a change in the 2000 Open Enrollment Period for the 
  Dental, FlexElect, and Consolidated Benefits (CoBen) 
  Programs.
  
  The Annual Open Enrollment Period is normally held from 
  September 1 through October 15.  However, to coincide 
  with a change in the dates for the California Public 
  Employees' Retirement System (CalPERS) Health Plans Open 
  Enrollment Period, the Dental, FlexElect, and 
  Consolidated Benefits (CoBen) Programs 2000 Open 
  Enrollment Period will be held from October 1, 2000 
  through October 31, 2000.  All open enrollment 
  transactions will become effective January 1, 2001.
  
  Please ensure that employees are made aware of the change 
  in the open enrollment period and provided with necessary 
  forms and assistance should they wish to enroll or make 
  any changes to their Dental, FlexElect, or CoBen 
  enrollment. 
  
  In early September 2000, departments will receive a PML 
  memo from DPA which will formally announce the open 
  enrollment period and provide information regarding 
  permitting event date, effective date, permitting event 
  codes and cut-off dates for submission of forms. 
   
  
  Note:  Because of the change in the open enrollment 
  period, the 2001 Plan Year FlexElect brochures that were 
  previously scheduled to be sent to departments in early 
  August 2000, will now be sent to departments in early 
  September 2000.
