The proposed changes to the regulations included Sections 599.666.2, 599.668.1, 599.673.1, 599.674.1, 599.675.1, 599.676.1, 599.677.1, 599.678, 599.679.1, 599.681.1, 599.682.1, 599.683.1, 599.684.1, 599.685.1, 599.687.1, 599.688.1, 599.689.1, and 599.795.1. The State proposed that these changes would occur if all 21 BUs agreed. However, since not all the BUs agreed to these changes, DPA is not implementing the changes to the salary rules at this time. To go forward with these changes would put in place two sets of salary rules for State employees, creating additional work and confusion for personnel staff when determining salary movement and salary relationships. Therefore, departments are to apply Article 5 of DPA Regulations, Sections 599.666 through 599.689 and 599.795 when determining salary movement for employees rather than the revised rule changes that appear in the above BU agreements. The proposed rule changes appear in BUs 1, 2, 3, 4, 9, 10, 11, 12, 13, 15, 16, and 19. For those departments that may have determined salary movement for their employees based on these provisions those salary determinations may be upheld.
