Marr, Labor Relations Officer (916) 324-0476, CALNET 454-0476 FAX: (916) 322-0765 Email: FrankMarr@DPA.CA.GOV The Fall 2000 Department of Personnel (DPA) Labor Relations Academy will be conducted in Monterey from Sunday, October 15 through Friday, October 20, 2000. The Labor Relations Academy is an intensive, participatory weeklong training course that is designed to teach staff the techniques necessary to represent management in collective bargaining negotiations. The course will focus on impact-based negotiations as conducted by line departments. This training includes classroom lectures, panel discussions and practical exercises conducted by DPA Labor Relations Officers and labor law attorneys, departmental employee relations officers, private sector arbitrators and professional labor negotiators representing the union. Course content includes the scope of representation under the Ralph C. Dills Act, insights on dealing with union representatives at the negotiating table, writing and interpreting contract language, and concludes with the students themselves conducting actual impact-based negotiations. Academy instruction begins on Sunday evening and continues through mid-day on Friday. Participation in after hours team exercises is mandatory at the Academy. The course is strongly recommended both for new and less experienced professional staff in employee relations positions and for other staff who may serve as departmental representatives on bargaining teams. Applicants will be screened by Academy staff. Once accepted to attend the Academy, students will be required to complete a personal information sheet that briefly describes their background and experience in the Labor Relations/Human Resources fields. Academy staff may also contact the employee's supervisor to obtain additional information about the student's knowledges, skills and abilities. These screening techniques permit us to tailor each Academy to meet individual needs of the students. A registration form for the Fall 2000 Academy is attached to this PML.
