Department of Personnel Administration

Methodology

DPA's Financial Management and Economic Research staff collected and analyzed job specifications from jurisdictions' websites to determine classification matches. When necessary, they also contacted jurisdictions for additional information.

DPA's Classification and Compensation Division staff reviewed the classification matches and job specifications.

CAPS provided their survey results to DPA, and DPA reviewed the results.

DPA met with CAPS representatives to review each classification and salary.

DPA and CAPS eliminated classification matches where there was no agreement.

We surveyed each of the jurisdictions for each benchmark classification. Where multiple University of California campuses used the classification, we surveyed each campus. See the matching classifications found in surveyed jurisdictions.

DPA and CAPS computed the salary lags.

The survey methodology did not require weighting the average salaries using incumbent counts.
