State Employee Furlough

General government operations will close on the second, third, and fourth Fridays of each month beginning August, 2010.
These will be unpaid furlough days. Employees will not report to work. Like the previous furlough program, salaries will be adjusted to reflect three unpaid furlough days, but benefits will remain the same.
- August 13, 2010 is the first scheduled furlough day.
These furloughs will continue until:
- the 2010-11 fiscal year budget is in place, and
- the State has sufficient cash to pay for critical and essential services to protect public health and safety, and
- the State can meet its payment obligations under the California Constitution and federal law.
Employees of the following departments are exempt from the furlough:
- California Highway Patrol
- California Department of Fire and Forestry Protection
- Franchise Tax Board
- Board of Equalization
- Employment Development Department
- State Compensation Insurance Fund
- California Housing Finance Authority
- California Earthquake Authority
Also, represented employees in Bargaining Units 12, 16, 18, and 19 are exempt from the furlough, based on the expectation that the tentative Memoranda of Understanding reached with these Bargaining Units will be ratified by the Bargaining Unit membership and the State Legislature by early August 2010.
The Department of Personnel Administration adopted this furlough program under the Governor's Executive Order S-12-10. This furlough program reduces spending in order to preserve public health and safety and to ensure that essential services of the State continue.
