Overview of Last, Best and Final Offer to CCPOA

Salary and benefit increases totaling 20% over 3 years as follows:

  • 5% annual raises on July 1 of 2007, 2008, and 2009
  • Health benefit increases. State to pay dollar amount equal to 85% of the State's average health premiums, to be adjusted annually as premiums change. (Current state contribution equals 85% of 2006 rates.)
  • $325/month increase (to $500/month) in extra pay for officers at San Quentin, Correctional Training Facility and the adjoining Salinas Valley State Prison.
  • $2400/year bonus for the Correctional Training Facility and adjoining Salinas Valley State Prison, High Desert State Prison, and California Correctional Center (excluding camps).
  • Increase in night shift differential (from $.50/hour to $.75/hour on July 1, 2007, and to $1/hour on July 1, 2008)
  • Increase in weekend differential (from $.65/hour to $.90/hour on July 1, 2007, and to $1.25/hour on July 1, 2008).
  • Increase in uniform allowance (from $530/year to $730/year on July 1, 2007, and to $880/year on July 1, 2008).
  • $2000 bonus to Unit 6 employees for each new correctional officer or youth correctional officer they recruit who subsequently graduates from the Academy.

Some of the key management reforms to improve prison safety and operations:

  • Restores CDCR's right to make policy changes without first obtaining union approval.
  • Streamlines grievance procedures; clarifies which grievances are subject to arbitration; clarifies arbitrator selection and limits authority to prevent State from incurring huge, unbudgeted costs.
  • Curbs sick leave abuse and allows corrective action for abusers; prohibits counting sick leave as overtime; limits ability of permanent-intermittent employees to call in sick at last minute, which currently causes department to pay triple time for one shift.
  • Sets annual 35,000-hour cap on donation and use of "release time bank" (time donated by union members that allows paid time off for union members to conduct union business); no longer permits chapter presidents to use State-release time but instead permits rank-and-file chapter presidents to use time from the release-time-bank.
  • Gives managers more say in staffing key security and transportation positions.
  • Clarifies CDCR's ability to temporarily re-assign personnel to satisfy short-term needs.
