Overview

The Department of Personnel Administration and the State Personnel Board share responsibility for the human resource functions of California state government's executive branch. (Our "Who does what - State Personnel Board and DPA" list indicates how DPA and SPB divide up these responsibilities.)

Hiring and the civil service exam process fall under SPB's jurisdiction. DPA oversees employee benefits, salaries, and employer-employee relations.

Before you can apply for a job with the State of California, you must first pass a civil service exam for the type of job you're seeking. Once you pass the exam, you're placed on a list of candidates eligible to apply for specific job openings.
