GOAL #1: Promote workforce planning and implementation by agencies and departments
This goal emphasizes that agencies and departments must look five years or more into the future to identify the services State government will need to provide. Given recent trends, it is reasonable to anticipate continuing changes to the State's workforce in the coming years. Retirements from January 2007 to February 2011 have increased 33% from approximately 7700 employees to 11,500 employees per year. Just as significantly, job restructuring is a likely byproduct of shifting budget priorities. As state workers go through assignment changes, they need to have the skills necessary to perform their revised job duties successfully. In addition, downsizing could result in many state workers needing to learn different jobs and new skills. HR Mod is supporting agencies and departments with their workforce planning efforts so that the State can continue to provide responsive public services.
Objective #1: Gather and provide resources and tools to departments/agencies to guide in developing, implementing and sustaining workforce and succession plans.
Workforce Planning consultation and automated on-line tools were provided to all agencies and departments in Winter 2008. HR Mod will assist agencies and departments to complete those plans and to identify statewide operational needs. Those needs, along with the organization's strategic plan, become the basis for setting human resources objectives.
Objective #2: Enhance collaboration among departments in the areas of workforce and succession planning.
In addition to supporting each agency and department's internal review, HR Mod will encourage collaboration between departments and the identification of "best practices" to make the planning process manageable and sustainable.
