GOAL #3: Improve and streamline the recruitment and hiring process
The State currently uses a hiring process that is primarily a manual, multi-step, regulatory-intensive process administered on a department by department basis. A position can remain vacant for months, resulting in gaps in services. This lengthy process frustrates State department managers, supervisors, HR professionals, applicants, and the public.
Objective #5: Establish consistent, easy to follow processes for securing State employment
HR Mod is continuing to review the procedures currently in use for creating civil service examinations and looking for opportunities to delete duplicative steps so that examinations are ready more quickly. Additionally, HR Mod is encouraging the expanded use of on-line, open exams across common occupational groups and across departments. HR Mod will continue to work with departmental and SPB staff to explore new ways of testing that meet all standards for fairness while saving time and eliminating redundancies.
In addition, HR Mod is working with departments to encourage the use of consistent, job-related, and effective hiring processes. Hiring procedures are presently within the discretion of each department and vary widely, disadvantaging applicants that are unfamiliar with that department.
Objective #6: Eliminate barriers so that vacancies may be filled more efficiently
For example, HR Mod recommends that a regulation be adopted by SPB to permit the use of three passing scores for state examinations. This recommendation arose out of a pilot study concluded by HR Mod In 2010. Most hires must be made from the top three ranks of a civil service list, meaning the candidate group eligible for consideration is limited. Exams with fewer scores result in lists with fewer ranks, meaning a larger and more diversely qualified candidate group is available for hire.
Objective #7: Expand use of consolidated classifications and exam lists
The selection and hiring processes will continue to be expedited through the development of continuous open, automated, on-line examinations. Priority in developing automated examinations is given to classifications that are consolidated or used by multiple departments.
