Q: I am curious as to the status of the Executive Order to require annual performance appraisals and training and development needs. The Executive Order was slated to be issued on October 13, 2008 pursuant to the Performance Management Objective #1. Could you please let us know if the plan is to continue to use the current Performance Evaluation and Individual Development Plan Std. 637 or will HR Mod be issuing a different form for this purpose?
A: Thank you for your inquiry. HR Mod has researched best practices in both the public and private sector to identify those systems or programs that have proven results of increasing effectiveness of performance management and measurement both organizationally and individually. These best practices have focused around leveraging technology, tying in individual and organizational/strategic performance, linking training/learning objectives to both the individual and organizational goals, and enhancing the frequency of coaching, mentoring and feedback. A Request for Information (RFI) was released during the summer to the vendor community. Information requested included available automated performance management programs. HR Mod team members are participating in vendor demonstrations and will identify for executive management possible options in the near future.
In addition, the current strategic plan is under review and will soon be revised to reflect changes that have taken place as the HR Mod Project has evolved, implemented some changes and shifted focus based on resources.
