Authority - Government Code Section 19134 requires the Department of Personnel Administration to set the rates departments must pay if they employ individuals through personal service contracts for the services listed in the chart. The minimum salaries are reduced by the 1 Day PLP reduction of 4.62% (Pay Diff #386), the rates are then set at 85% of the State's reduced salary and benefit costs for the state employee performing similar duties.

Benefits include health, dental, vision, holidays, sick leave, vacation and retirement.

The holiday calculation is based on 11 Holidays per Senate Bill X3 8 which amended G.C.19853.
