JOINT LABOR/MANAGEMENT HEALTH BENEFITS COST CONTAINMENT COMMITTEE -- 1992The Joint Labor/Management Health Benefits Cost Containment Committee (Joint Committee) was established by collective bargaining in 1992 to develop cost containment approaches to the management of the State's health benefits program. The Committee worked on a wide range of issues including health benefit plan design, administrative costs, national health reform measures and potential implications, employee wellness and evaluation of mental health and prescription drug benefits. The Committee recognized the cost-savings that could result from the implementation of an employee wellness program. It worked extensively on a strategic plan to develop and implement a coordinated and comprehensive work site health promotion program for State employees.The Joint Committee also recognized that as a first step toward the successful development of a wellness program, the State would need to secure top-level management support and commitment. Therefore, the Joint Committee strongly endorsed the establishment of a Governor's Executive Order on wellness. |
