Introduction
The Department of Personnel Administration (DPA) was established May 1, 1981, following a decision by the California State Supreme Court, that collective bargaining for civil service employees was constitutional. Since that date, DPA, in conjunction with operating departments has negotiated, delivered and administered a number of new benefit programs for state employees. Overall, state benefit compensation has increased steadily since 1982. The introduction of new programs has greatly increased the base of knowledge Personnel Office staff must have, to effectively perform their jobs. The Benefits Division offers two training courses to provide employees with up-to-date resources and information to enable them to achieve departmental objectives: Benefits Training - is a course designed for personnel transaction staff and attendance clerks in departmental personnel offices. Students are provided with the essential knowledge needed to perform their day-to-day work activities. Students use the Benefits Administrative Manual (BAM) as a reference workbook in conjunction with miscellaneous resource materials distributed during the course. Trainers include staff from DPA and CalPERS who provide a general overview of the benefit programs available to State employees. Return-to-Work Training - is a five-day course designed for workers' compensation case management staff to provide sufficient knowledge to effectively administer an agency's Return-to-Work and Workers' Compensation Programs. Trainers include staff from DPA, CalPERS, State Compensation Insurance Fund (SCIF) and the Department of Rehabilitation (DOR). Upon completion of the program, graduates will be able to establish an injury prevention program including timely and accurate reporting of job-related injuries, illnesses or death. As part of our commitment to our customers, updates/revisions to the BAM will be updated on DPA's Web site as needed. Departments will be notified through the Personnel Management Liaison Memorandum (PML) process. Any comments and suggestions are invited and gladly welcome.
