• “State Restriction of Appointments” Program

The State Restriction of Appointments (SROA) Program, administered by DPA, requires a department filling a vacancy to give hiring preference to employees from other departments who are in danger of layoff.
Here’s how you qualify for a hiring preference under the SROA Program:
• Your department designates you as "surplus," meaning your classification, program, or location is no longer supported by the department’s budget. (Your department will give you a letter confirming your surplus and SROA status, or the hiring department can confirm your status by checking the Surplus list on DPA’s Web site.) Contact departments with job openings in your classification (or classifications within transfer range for which you meet the minimum qualifications), and inform those departments of your surplus status.
You must respond to contacts from departments regarding job openings indicating whether you’re interested in an interview. If you interview and the position is offered to you, you must accept it or risk losing your SROA Program eligibility.
Your eligibility for the SROA Program is good for 120 days once you’re designated surplus.
